From Domestic Workers to Care Workers: Understanding the Dynamics of Indonesia’s Overseas Labour Mobility

This paper looks into future possibilities for domestic workers to be upgraded to care workers. We study labour market dynamics using multi-level approach. Analysis at the global and macro levels indicates forces facilitating such a career shift. Nevertheless, the magnitude of the forces has not been reflected in emigration of domestic and care workers. Meanwhile, the recently launched skills upgrading program is not focusing on career movement of domestic workers, despite government’s desire to send more health workers, including care workers. Further exploration at the meso and micro levels suggests various influences impeding career transition in the coming years.
