The Government of Indonesia has stipulated various policies, programs, and regulations to improve exclusive breastfeeding practices. However, the results have not been desirable yet: exclusive breastfeeding rate in Indonesia was only 42% (IDHS, 2012), while the target is 80%. This research sought to identify barriers to the improvement of exclusive breastfeeding practices in Indonesia and proposes solutions to overcome those barriers. Through the utilization of qualitative method (through in-depth interviews and focus group discussions), this study collects information from experts in the government and leaders of nongovernmental institutions in Indonesia, at the national level and at urban and rural case study areas.
