This edition, entitled "NGOs' Perspectives on National Problems in Reform and Democratization Era", is unique as our contributors are all NGO activists. This paper assesses the relationship between poverty reduction and economic growth in Indonesia before and after the Asian financial crisis. The annual rate of poverty reduction slowed significantly in the post-crisis period. However, the trend in the growth elasticity of poverty indicates that the power of each percentage point of economic growth to reduce poverty did not change much between the two periods.
Puskesmas are the spearheads of basic healthcare services provided by the government. Puskesmas along with their supporting units, such as posyandu, pustu, pusling, and polindes, have an important role because they are the main health services that reach communities down to the village level and which are relatively affordable for the poor.
A first step towards meeting Indonesia’s ambition for universal health insurance was made in 2005 with the introduction of the Askeskin programme, a subsidized social health insurance targeted to the informal sector and the poor.
