The success of Indonesia’s energy transition depends on translating the national agenda into regional development planning. This study analyzes 27 Regional Medium-Term Development Plans (Rencana Pembangunan Jangka Menengah Daerah/RPJMD) to assess the extent to which the energy transition agenda has been incorporated across three dimensions: (i) energy transition integration with national strategy, (ii) regional energy transition policy design, and (iii) enabling ecosystem readiness for regional policies. The analysis combines AI-assisted document analysis, validated by the researchers, with qualitative case studies conducted in East Java, North Sumatra, and North Sulawesi. The findings show that the strongest progress has been made in aligning provincial plans with the national energy transition strategy, with 18 provinces translating the agenda into concrete development programs. However, only ten provinces have operationalized these programs into detailed implementation plans, while just six provinces explicitly specify the necessary institutional arrangements, financing mechanisms, and monitoring frameworks. These findings suggest that the principal challenge is no longer incorporating the energy transition into RPJMD, but rather strengthening the mechanisms needed for effective implementation. To address this gap, both the central and provincial governments need to enhance policy and data synchronization, ensure greater certainty in financing and the division of responsibilities, strengthen cross-sectoral coordination and local capacity, and better integrate energy transition programs into regional budgeting processes.
