During 2012, SMERU continued with its main activities on research, dissemination and outreach, networking, and capacity building. A major achievement for SMERU in terms of policy impact was gained this year with the assignment from the National Development Planning Agency (Bappenas) to assist in the development of the Master Plan for Acceleration and Expansion of Poverty Reduction (MP3KI).

The year 2013 was a busy time for SMERU. In addition to completing 11 studies, SMERU also organized 16 seminars and workshops during the year, including three international conferences. The first one was the Child Poverty and Social Protection conference, which SMERU hosted in cooperation with the National Development Planning Agency (Bappenas) and UNICEF in Jakarta on 10–11 September.

The system of planning and budgeting in Indonesia is undergoing a change, from an input-based system to one based on output and outcome. Information accountability in monitoring and evaluation is a must to support the implementation of a performance-based system as mandated by Law No. 17/2003 on State Finance, and Government Regulation No. 21/2004 on Formulating Ministerial/Institutional Work Plans and Budgets.

This paper is based on a qualitative survey of three expert respondents in every kecamatan (sub-district) in Indonesia, designed to obtain a quick indication of overall impacts of the Indonesian crisis.

This note is a preliminary evaluation on how effective the JPS programs have been in achieving their purpose of helping the poor and the needy to cope with the crisis impacts. This is done by assessing the coverage of the programs among the poor as well as how the benefits of the programs have been distributed between the poor and the non-poor.
