This study was conducted as part of a collaborative research project led by the Supreme Court of Indonesia (Mahkamah Agung Republik Indonesia—MA) with the assistance of the Family Court of Australia and the AusAID-funded Indonesia Australia Legal Development Facility (IALDF) from 2007–2009.

This study aimed to examine the impact of PNPM Generasi and PKH on the provision and the utilization of maternal and child health (MCH) services and basic education services. The study was conducted in 24 villages in two provinces, West Java and East Nusa Tenggara (NTT), which were divided into treatment and control areas.

In formulating policies and development plans, the government needs accurate and updated data. The regional governments, especially at the district level, have started to play a very strategic role in the implementation of development plans in their territory since the central government enacted the law on regional autonomy.

The system of planning and budgeting in Indonesia is undergoing a change, from an input-based system to one based on output and outcome. Information accountability in monitoring and evaluation is a must to support the implementation of a performance-based system as mandated by Law No. 17/2003 on State Finance, and Government Regulation No. 21/2004 on Formulating Ministerial/Institutional Work Plans and Budgets.
