Study on the Development of Health Sector Strategies for Kota Bogor

Background 

The Government of Kota (City of) Bogor aims to achieve the “Healthy Bogor” mission as part of its broader regional development vision. This effort requires clear, well-directed, and data-driven health policies.

The health situation in Kota Bogor is plagued with multiple challenges. Maternal, infant, and under-five mortality rates remain high, while the stunting prevalence in 2024 reached 21.1%, significantly above the national target of 14%. The burden of noncommunicable diseases, such as hypertension and diabetes, is rising, while communicable diseases like tuberculosis (TB) and HIV/AIDS remain a persistent threat. Mental health issues are also becoming more prominent in urban areas. High numbers of food poisoning incidents (281 cases recorded in 2017–2021) are of particular concern, especially ahead of the implementation of the Free Nutritious Meals (MBG) program.

Given these diverse and complex challenges and the limitations in available resources, the Government of Kota Bogor must prioritize its health agenda. A clearer understanding of the effectiveness of existing policies, remaining intervention gaps, budget requirements, and priority locations is also needed to ensure well-targeted health programs.

Building on these needs, SMERU is undertaking this study to formulate priority strategies for reducing maternal and neonatal mortality, controlling hypertension and diabetes mellitus, and preventing depression-related problems. These strategies will be outlined in an annual action plan designed to help the Government of Kota Bogor map out activities and interventions for these three issues.

Objective

  • menganalisis situasi kesehatan masyarakat Kota Bogor guna mengidentifikasi tantangan dan isu strategis yang perlu ditangani;
  • menetapkan indikator pembangunan daerah di bidang kesehatan yang selaras dengan target nasional dan provinsi, serta menganalisis capaian dan target indikator tersebut;
  • mengidentifikasi program, kegiatan, dan subkegiatan prioritas yang diperlukan untuk mencapai target pembangunan kesehatan;
  • mengkaji kebutuhan anggaran daerah yang mendukung pelaksanaan program dan kegiatan prioritas;
  • menyusun rencana aksi tahunan (RAT) yang jelas, termasuk pembagian peran pemerintah daerah dan mitra pembangunan serta penentuan lokasi prioritas intervensi; dan
  • membangun sistem pemantauan dan evaluasi yang efektif untuk memastikan implementasi dan keberhasilan program secara menyeluruh.
Methodology 

This study uses a mixed-methods approach that combines quantitative and qualitative analyses.

The quantitative analysis utilizes secondary data, including the 2023 Indonesia Health Survey (SKI), the National Socioeconomic Survey (Susenas), the Village Potential Data Collection (Podes), and routine reports from the Kota Bogor Health Agency. This analysis aims to understand the dynamics of various health issues, map current health conditions and targets, and examine demographic and spatial characteristics of Kota Bogor.

The qualitative approach is carried out through in-depth interviews and focus group discussions (FGDs) with various local government organizations in Kota Bogor, health facilities (hospitals and community health centers), and community members. These methods are used to explore the social, cultural, and economic contexts influencing health issues in Kota Bogor; identify root causes of health problems; examine alternative financing options; and assess the effectiveness of current health policies and programs.
