However, since the issuance of Law No. 52/2009, there has been a shift from household-based targeting to family-based targeting. This paper offers an alternative method to determine a set of comprehensive criteria for family-based targeting.

The ability to cooperate in collective action problems is one reason for championing community-based approaches to development.  However, several studies have found that people decide their cooperative behavior based on what others do–people will cooperate when others cooperate. This idea suggests that informal norms of cooperation are fundamental in coordinating collective action.

In segmented labor markets, personal connections can be very important for obtaining well-paying jobs. There is abundant empirical evidence showing the positive impact of social networks on labor market outcomes. Anecdotal evidence from developing countries suggests that a political connection confers an advantage in the labor market, but empirical estimates of the impact are scarce.
