Strengthening Framework of Implementation of Sustainable Development Goals (SDGs)

Background 

The Sustainable Development Goals (SDGs), the blueprint to achieve a better and more sustainable future for all by 2030, are an international consensus adopted at the United Nations Sustainable Development Summit in September 2015. The Government of Indonesia has been proactively committed to achieving the SDGs. Indonesia’s national development agenda has been aligned with the 17 SDGs’ goals and their targets of the sustainable development agenda. The agenda has been integrated into the National Medium-Term Development Plan (RPJMN) and Government Annual Work Plan (RKP) at the national level and Regional Medium-Term Development Plan (RPJMD) and Regional Annual Work Plan (RKPD) at the regional level along with their budgets.

The Presidential Decree No. 59/2017 stipulates that both the National Action Plan (RAN) and Subnational Action Plan (RAD) should be formulated to promote the implementation of the SDGs. These action plans are expected to clearly show the connection between the government’s and non-governments’ activities and SDG indicators concerned, together with their baselines, targets, budgets, and responsible bodies.

The national government already formulated the first RAN in 2018, which was aligned with the 2015–2019 RPJMN. As the new RPJMN, for the 2020–2024 period has been set, the second RAN needs to be prepared in line with this new mid-term development plan. Bappenas and the JICA Project Team consider it necessary to mobilize national professionals for each of the SDGs’ goals as they have the relevant expertise and practical experience. At the request of the government, the JICA Project Team appoints SMERU as the national consultant to participate in the preparation of the next RAN.

Objective 

To support the preparation of the National Action Plan (RAN) for SDGs 2020–2024 (with a focus on Goal 5).

Methodology 
As the national consultant, SMERU must support the analytical work of the Subworking Group of the assigned SDG by providing data and information; assist the discussion among stakeholders; and draft the required documents. SMERU should also provide data and information to the JICA Project Team on the goal concerned. The expected focus of the work shall be the followings.
  • Reviews policies and development programs/activities in Indonesia, corresponding to global/targets/indicators of SDGs
  • Supports checking available data in Statistics Indonesia (BPS), line ministries and subnational governments, or any potential data source corresponding to global/targets/indicators of SDGs
  • Supports the discussion and analytical work of the assigned Sub Working Groups or National Secretariat SDGs-Bappenas with respect to current status, challenges, policies and strategies, etc.
  • Supports drafting the RAN of the SDGs following the current version of the “Technical Guidelines for the Preparation of Sustainable Development Action Plan (RAN TPB)"
