Indonesia’s 2020–2024 National Medium-Term Plan (RPJMN) emphasizes the role of digital transformation in boosting economic productivity and improving service delivery for the society. The Government of Indonesia (GoI) also has a set of regulations that encourage digital transformation, i.e., Government Regulation No. 74 of 2017 on E-Commerce Roadmap and Government Regulation No. 95 of 2018 on Electronic-Based Government System. However, there is no policy framework that specifically directs the development of digital skills in Indonesia. This framework is essential, as it will determine Indonesia's success in implementing and benefiting from digital transformation.
The Diagnostic Report of Digital Skills Landscape in Indonesia and Strategy Primer Accelerating Digital Skills Development in Indonesia, as part of Digital Economy Kit, support the GoI in accelerating digital skills of its citizens and workforces by providing a detailed analysis of digital skills development in the country and policy recommendations that can be undertaken by the government, the private sector, and civil society to increase digital literacy and skills in Indonesia. One of the main recommendations discussed in the Strategy Primer is that the government’s capacity in managing digital skills development needs to be improved, as it is important for the digital transformation agenda.
Our study focuses on the following objectives.
- Examine the condition of supply and demand for information and communication technology (ICT) professions and relevant non-ICT professions to carry out strategic initiatives of e-government
- Assess the good practice in some government digital unit
- Provide policy recommendations to close the gap in digital skills
The project consists of the following two components.
- Analysis of the supply of digital skills in the public sector
In this component, we will conduct desk review and in-depth interviews to map the context, agenda, and issues related to the state civil apparatus. The role of digital units in closing the digital skills gap in the public sector will also be discussed in this component. We will also perform a matching analysis between the e-government framework and job descriptions of ICT functional positions.
- Analysis of the demand for digital skills in the public sector
This component consists of secondary data collection in the demand side from the various line ministries. We will conduct in-depth interviews and focus group discussions (FGDs) with selected informants to validate the results of the supply and demand analyses and to discuss policy options to close the gap in digital skills.
