Baseline Survey Program Water for Women (WfW)

Background 

In Indonesia, WfW is partnering with Plan International Australia (PIA), and delivery partner Plan International Indonesian (PII), to implement the “Wash and Beyond – Transforming Lives in Eastern Indonesia” project which will benefit 450,000 people, including some of the most marginalised community members – women and girls, people with disabilities (PWD), and sexual and gender minorities (SGM) – in two Districts: Manggarai in Nusa Tenggara Timur (NTT) and Sumbawa in Nusa Tenggara Barat (NTB). The project’s overarching goal is to achieve “Improved health, gender equality and well-being of Indonesian communities through inclusive, sustainable WASH”. 

Objective 
The baseline data collection (the study) will provide a foundation for the project´s key quantitative and qualitative indicators within the WfW project’s M&E Plan, and create the basis to measure and report the project’s performance and any changes for each indicator. It will also be used as a tool for evidence-based lobbying and advocacy, as well as inform the confirmation or adjustment of indicators and targets.
 
The key objectives of the study are to: 
  1. Provide and analyse disaggregated data on the current situation for children and community members in target communities, in line with the indicators identified in the M&E framework (disaggregation by women, men, girls, boys, women with disabilities, men with disabilities, girls with disabilities and boys with disabilities); 
  2. Provide sufficient comparative quantitative and qualitative baseline data of non-target communities from which to analyse the effectiveness and quality of project interventions; 
  3. Provide clear and relevant baseline data , by which project progress, effectiveness, quality and impact can be analysed and measured; 
  4. Analyse the community environment of gender/disability inequity and inequality among women, men, girls and boys in the target communities within their house, community and public space, especially gender equality and social inclusion situation in Sumbawa District 
Methodology 

The study will adopt a mixed-methods approach to collecting and triangulating data from a range of stakeholders at household, village, sub-district and district level.

The data will be collected from key stakeholder groups at district, sub-district and village level in Manggarai, NTT and Sumbawa, NTB, and a representative sample of identified pilot villages in rural areas of both districts. Urban areas will not be included in the baseline study. Supplementary formative research activities will also be conducted in Sumbawa NTB as part of this study to validate findings; following the GESI Formative Research that was conducted by local research institute SMERU in Manggarai NTT and Sumbawa Barat NTB between March and April 2018.

The research areas include:
District, sub-district and village level in Manggarai, NTT and Sumbawa, NTB, and a representative sample of identified pilot villages in rural areas of both districts. Urban areas will not be included in the baseline study.
  • 266 households total (between two Districts) 
  • 5 sub-districts in Manggarai and 3 sub-districts in Sumbawa 
  • 1 villages selected per sub-district (total of 8 villages in both District). 
  • Approximately 30 households surveyed per village
