Evaluation of Stunting Interventions in Indonesia: Impacts at the Kabupaten/Kota Level

Background 

The Indonesian government, in collaboration with various stakeholders, strives to reduce stunting rates through multifaceted programs and policies, with a focus on both nutrition-specific and sensitive interventions. Since 2018, Tanoto Foundation has been actively supporting these efforts in specific regions through a number of programs:

  1. Strengthening the capacity of the central government, regional government and frontline workers related to behavior change communication and program convergence and coordination
  2. Improving public awareness and knowledge through stunting campaigns
  3. Supporting research and studies to provide recommendations for policy making

The direct programs focus on these areas:

  • Providing technical assistance to district governments in developing and implementing behavior change communication strategies, aligning with Pillar 2 of the National Strategy for the Acceleration of Stunting Prevention
  • Ensuring the implementation of 8 Convergence Action, aligning with Pillar 3 of the National Strategy for the Acceleration of Stunting Prevention
  • Strengthening the capacity of Stunting Reduction Task Force (TPPS) and Family Assistance Team (TPK) through workshops and trainings

Stunting is a complex issue influenced by numerous interconnected factors, including nutrition-specific and sensitive aspects, behavior change, poverty, awareness and education, local culture, access to public services, and effective governance. SMERU is conducting a study to examine the challenges and opportunities in enhancing local government capacity to implement stunting reduction programs. The Tanoto Foundation will use the findings of this study to evaluate and improve the delivery of their programs.

Objective 

This study examines Tanoto Foundation’s initiatives and their impact on enhancing local government capacity in efforts to reduce stunting at the kabupaten/kota level.

Methodology 

This research employs a mixed-methods approach, combining both qualitative and quantitative data collection and analysis.

The qualitative component aims to explore the processes and mechanisms of state capability within the context of the stunting reduction initiative. This approach offers a comprehensive understanding of the interplay between technical assistance, state capability, and stunting reduction performance.

The quantitative component complements this by triangulating findings using nutrition-specific, nutrition-sensitive, and socioeconomic indicators from the target communities.
